1. Background
Rationale of the Study in the context of Bangladesh
Structure of LG in Bangladesh is multi-tiered and based on Local Government
Institutions (LGIS)
These LGIS are organised into three broad streams: Rural LGIS, Urban LGIS and
local government for special areas (e.g., the Chittagong Hill Tracts)
Urban LGIs are divided into city corporations and municipalities (Pourashava)
governed by their respective acts, which are: Local Government (Municipality)
Act, 2009 and Local Government (City Corporation) Act 2009
Municipalities are classified based on the minimum of annual revenues collected
locally over the last three years.
Class of Municipality
Class A: Annual own source revenue ≥ BDT 10 Million
Class B: Annual own source revenue ≥ BDT 6 Million
Class C: Annual own source revenue > BDT 2 Million
City corporations are usually bigger than municipalities and capable of
generating more revenue through taxes
