| Funding Sources:
Brazil's Universal Health System, the Unified Health System (SUS), was created in 1988 with
the aim of providing universal health care. It is financed through the social security budget,
which is based on tax revenue as well as payroll contributions from employment and corporate
profits. These funds are distributed to 26 regions, with responsibility for health provision fully
delegated to autonomous health councils.
• SUS health services are available to everyone, free of charge at the point of use. SUS funds
are allocated to private and public providers. Private hospitals, some of which are non-profit,
can be reimbursed by the government; they perform more than 50% of the medical
procedures performed in Brazil.
About 75% of the population depends on public health and only 43% of all health spending
came from general government spending in 2015 (most recent data available), according to the
World Health Organization. Brazil has a strong private health insurance industry and out-of-
pocket contributions to alleviate a very underfunded health care system.
