A "neighborhood" is a specific geographic area with a defined boundary. Neighborhoods do not overlap. The number of neighbors who are verified in a valid Launched (10+ member) or Pilot (< 10 member) neighborhood, and in good standing (i.e. not deleted, deactivated, or suspended.)
