#1Status of SDGs Implementation in Arunachal Pradesh ARUNACHAL PRADESH G N Sinha, IFS, PCCF (Retd.) Consultant Adviser (Land Resources & Sustainable Development) and OSD-Fifteenth Finance Commission NITI Aayog, New Delhi 6th December, 2018#2SDGs Implementation Framework 1. Planning Department has prepared a Vision Document for achieving Sustainable Development Goals. 2. Mapping of state departments, agencies and development programs/schemes implemented in Arunachal Pradesh according to SDGs and related targets have been done. A hard copy has been submitted to the RD division of NITI Aayog.#3Nodal Departments and Nodal Officers Deputed for SDGs • Nodal Department Finance Planning & Investment Department Nodal Officer ➤Special Secretary (Planning & Investment) has been nominated as nodal officer. ➤Shri G.N Sinha, IFS, PCCF (Retd.) has been appointed as Consultant Advisor (Land Resource & Sustainable Development) since November 2017 to work full time on SDGs. ➤ One Deputy Director and one Research Officer from Planning Department are also assisting Consultant Advisor in SDG work. ➤Two Research Associates, supporting staff and office have been provided in Civil Secretariat, Itanagar.#4Highlights of Vision Document PROVIDE QUALTIY OF LIFE HARNESS POTENTIALITY DEVELOP INFRASTRUCTURE#5Strategies and Actions Developed GOAL 1. GENDER EQUALITY SCHEMES • CM's Sashakt Kisan Yojana, CM's White Revolution Scheme. • Implementation of diversified agriculture through assured irrigation • CM's Health Assurance Programme, Mukhya Mantiri Rogi Kalyan Kosh, DBT to families on timely completion of vaccines • Chief Minister's Adarsh Pathshala Yojana, Smart Class, CM's Samast Shiksha Yojana • Common Infrastructure Grant to Women Weaver Co-operatives, Girl Hygiene Scheme, CM's Vidya Scheme#6Strategies and Actions Developed GOAL 6. Also the concept of High priority Targets / Indicators were briefed and indicative. factors were shared.#11Workshop on Building Capacities to take forward SDGs • . • in Arunachal Pradesh on 21-22 December, 2018. The workshop is being organised in association with UNDP, Regional office, Guwahati. The inaugural session will have presentations on "Perspective on Economic Development & SDGs" and "National Level Preparedness on SDGs". • Topics covered in 5 technical sessions are as follows: SDGs and its relevance in Arunachal Pradesh. Developing an institutional structure for SDGs in Arunachal Pradesh. ➤Identifying monitorable indicators and developing a monitoring framework. ➤Localising the SDGs in the state. ➤Developing SDGs implementation strategies in the state.#12Smart Village Movement ⚫ Dr. Solomon Darwin- American Professor of Business and the Executive Director of the Garwood Center for Corporate Innovation at the Haas School of Business at the University of California, Berkley. • Known as the Father of the Smart Village Movement (SVM). • Government of Arunachal Pradesh and Smart Village Movement signed an MoU on 13th June 2018 to build scalable smart villages in the state. • 100 villages in the State were taken up by the Smart Village Movement to solve the pain points in the villages through technology driven development. • SVM uses open innovation to connect rural communities to global markets and, in the process create economic opportunities for both villagers and corporations. • Under SVM areas covered include Energy & ICT, Healthcare, Education, Agriculture, Water & Sanitation, Livelihood, Transportation and Safety & security.#13• Monitoring systems developed/developing (or need for a monitoring system) CM Dashboard • The web-based real-time monitoring system will help in assessing the performances of each district and department, and in ensuring effective delivery of services and faster decision-making Satellite based monitoring & geo-tagging • All the developmental projects of the state will be geo-tagged and monitoring system is being devised to plan in a transparent manner#14Partnerships for SDGs • A policy research cell in collaboration with academic research institutes is under consideration to take up evaluation studies and conduct general survey to build base level data for future action based research • The Centre for Sustainable Development Goals, Guwahati and the Regional Office of UNDP Guwahati are helping the Planning Department of the State to move forward on SDGs. • MOU is proposed to be signed with OKD Institute of Social Change and Development, Guwahati for revision of HDR.#15Innovation and SDGs (use of SDGs for innovative practices in Governance reforms) • A Chief Minister's Dashboard has been created on an electronic platform for tracking progress of key projects through regular video conferencing with Deputy Commissioners. • Plan to align with CM Dashboard in future for real-time monitoring of SDGs for necessary interventions on real time basis. • All payments to employees and pensioners by DBT mode. • A back ended 30% capital investment subsidy will be provided for small and medium enterprises on loans ranging from Rs. 10 lakhs to Rs. 1 crore excluding for land and building. Women entrepreneurs will be eligible for additional interest subsidy of 5%. • Land law under review and comprehensive amendment for grant of ownership rights to begin with law recently amended in 2018 by converting LPC to land title.#16Continued • Enacted Arunachal Pradesh Fiscal Responsibility and Budget Management (Amendment) Act 2018 which will allow us an additional Fiscal Space of 0.5% over and above 3% borrowing limit. • Electronic National Agriculture Market (e-NAM) portal will be made functional to bring all farmers on board. We have recently amended Arunachal Pradesh Panchayati Raj Amendment Act 1997 for making a transition to 2-tier structure. • The Chief Minister's Adhunik Siksha Yojana has seen the installation of smart classroom programme in over 717 classrooms in the State and has received good response from students and teachers. Acharya Dronacharya Gurukul Yojana has been launched, under which a talent hunt will be conducted by the State Education Department.#17Continued . An ecotourism society will be established under the aegis of the Forest Department, headed by the Chief Minister, to promote nature based tourism infrastructure development on a PPP mode. A heritage village and museum will be established at Itanagar, to showcase the cultural richness and diversity of all tribes of our state. e-Cabinet: Arunachal Pradesh is believed probably to be the second State in the country where e-Cabinet system has been introduced. The information system better known as e-Cabinet is a powerful tool that the government can utilize to streamline its decision making process.#18Outcome Budget Alignment • Outcome budgeting has not yet been formally introduced by the State Govt. However, the State Govt. is conscious of the need in this regard and, the guidelines issued by Govt. of India vide OM No. 10(2) E.Coord/2015 dated 28th January, 2016 have been kept in the reckoning. Implementations of schemes are monitored by the State Plan Monitoring Unit and no separate unit has been set up for outcome budgeting. Through the execution of the State's Annual Development Agenda, deployment of resources in a planned manner vis-à-vis outcome achieved, is also being attempted. Planning to align with State Budget and fix outcomes based on the base data survey planned with OKD and linking it to SDGs.#19● Next steps/summing up ● Draft Vision Document prepared (under review of Cabinet). Publishing the same. The SDG Policy cell in the Planning Department will be empowered with technical capacity. Development Schemes in the state have been mapped according to sustainable development goals. A copy is already sent to Niti Aayog. • Monitoring framework will be developed following the capacity building workshop in December 2018.#20THANKING YOU [email protected]
