A coordinated response from policymakers, governments, and society to build sustained and strong community resilience is imperative. SINGAPOR AYS LUMPUR NGAPOR Ba JAKARTA N. D, O LAN AN 130#3Disproportionate Impacts on Women Recognizing Gender Disparities, Promoting Women's Participation in Response and Recovery The pandemic has disproportionately affected vulnerable populations, particularly women. 47 mill. women and girls were pushed into extreme poverty due to the pandemic from 2020 to 2022 Women were more likely to exit the labor force following job loss than men during the pandemic. (Thailand: women accounted for 60% of all job losses, including 90% in manufacturing) 37.7% prevalence of intimate partner violence against women in Southeast Asia (highest in the world) However, women have been less likely than men to actively participate and involved in developing response and recovery policies.#4Societies with greater women's political representation and leadership tend to exhibit improved governance, increased focus on social issues, and enhanced policy outcomes that address gender-based inequalities. Trends characterize women's leadership in COVID-19 response and recovery (UN Women, 2021): Effective Leadership | Rapid Response | Socially Inclusive Policies 49.65% female population in ASEAN countries. Investing in women's leadership positions promotes equality, social cohesion, and a more resilient ASEAN community. Women's Leadership as a Catalyst Building ASEAN Resilience and Overcoming Today's Challenges#5Women's Leadership in Economic Activities Driving National, Regional Economic Growth and Recovery 78 mill. MSMEs across Southeast Asia are owned and operated by women. 41% Share of women in managerial or corporate leadership in 2020. This is below parity, rising only 2 percentage points in two decades (from 39% in 2000). AIPA Resolution No. 42GA/2021/WAIPA/01 on "Promoting Women's Economic Empowerment in the Future of Work and Post Pandemic Recovery through Digital and Financial Inclusion," Women's economic empowerment (e.g. equal access to resources, finance, and markets) and gender-inclusive digital literacy is a key driver of regional and national economic growth.#623% Average share of women parliamentarians in Southeast Asian countries (IPU, 2023). GETTING TO ZERO TLIAMENTS TO ACT ON CLIMATE CHANGE NUSA DUA, INDONESIA, 20-24 MARCH 2022 1889 Inter-Parliamentary Un 144th PARLIAMENTARY ASSEMBLY AND 144th PU ED MEETINGS Assembly Inter-Parlia GETTING TO ZERO: LIAMENTS TO ACT ON CLIMATE CHANGE INDONESIA, 20-24 MARCH 2022 for demo Women's Political Leadership Enabling Inclusive Policy Making and Decision-Making Processes#7Strengthening Gender-Responsive Legislation and Institutional Mechanisms Paving the Way for Gender-Responsive Parliaments Advancing gender-responsive parliaments: Strengthen legislation and institutional mechanisms that promote gender-responsive approaches, such as: Gender impact assessment in lawmaking • Gender-sensitive oversight Gender-responsive budgeting Example in crisis response: Philippines' House of Representatives -- Bill to ensure gender- responsive and inclusive protocols and programming to address the gender-differentiated needs of women during COVID-19 by the Committee on Women and Gender Equality. Idea to be discussed on the Draft Resolution: In 2012, the IPU adopted a Plan of Action for Gender-Sensitive Parliaments. WAIPA might consider adopting similar measures at the regional level, tailor it to our national and regional context. (rec. ASEAN Gender Mainstreaming Strategic Framework 2021-2025 & ASEAN Regional Plan of Action on Women, Peace and Security).#8Addressing Gender-Based Violence and Protecting Women's Rights Ensuring a Safe and Equal ASEAN 1 in 3 women worldwide have experienced physical/sexual violence. 17% of women in Southeast Asia were subjected to violence from their partners in the past 12 months. It is the parliaments' responsibility to enact and enforce laws that address gender-based violence, protect survivors, and promote a culture of respect and equality. Strengthening legal frameworks, providing support services, and fostering awareness and education are crucial steps toward eradicating gender-based violence and upholding women's rights. Ensuring the effective implementation of 2016 ASEAN Plan of Action on the Elimination of Violence against Women. WOMEN RIGHTS#92023.. "Enhancing ASEAN Resilience through Women Leadership and Gender-Responsive Parliament" - This theme serves as a rallying call by harnessing the transformative power of women's contributions, we can strengthen our collective response to the diverse array of challenges we face today. This theme will also serve as the foundation for the upcoming discussions on WAIPA Draft Resolution.
