These funds can be used to reduce the cost of training, provide testing and certification and partner with non-profits to develop and implement programs. • • Oklahoma could benefit through implementing electric weatherization and working with utilities for implementing energy efficiency programs throughout the state - which would require training and provide skilled/technical jobs Provides funding to states/municipalities to create certification and training programs $330 million for grants to states and municipalities to adopt energy efficient building codes . • Oklahoma could participate and apply for grants to compete for the funding to improve Oklahoma municipal infrastructure. This provides another opportunity for training and administration of these programs 10 EDF renewables#11$670 million for grants to states and municipalities to meet or exceed codes zero energy standards • • Oklahoma could participate and apply for grants to compete for the funding to improve Oklahoma municipal infrastructure. Provide training and enforcement programs to achieve full compliance and adoption $400 million for competitive grants to states, municipalities, tribes, or nonprofit school transportation entities to replace heavy-duty vehicles with those that are zero emissions. • Workforce development and training to support maintenance, operations and charging/ fueling are eligible uses for funds under this program. DIRECT IMPACT TO STATE & LOCAL MUNICIPALITIES CONTINUED 11 EDF renewables#12ENVIRONMENTAL & CLIMATE JUSTICE BLOCK GRANTS $2.8 billion for Environmental and Climate Justice Block Grants. Grants will be awarded to a partnership of tribes, local governments, Institutions of Higher Education and a non-profit community-based organization; a non-profit community-based organization; or a partnership of non- profit community-based organizations. • Recipients may use the funds for investments in low and zero emissions technology and infrastructure as well as workforce development efforts that help reduce greenhouse gases. 12 EDF renewables#1313 3 PARTNERSHIPS WITH INDIGENOUS COMMUNITIES Over 1,700 MW of projects in Canada and USA. CYPRESS 066 wind project Chief Roy Fox and Tribal Council members visit EDER's 300MW Blackspring Ridge Project in Alberta. • • • • . EDFR has developed a long-lasting and mutually beneficial relationship with the Blood Tribe (Kainai Nation), in Alberta. In 2017, we developed the equity partnership, to develop the 250 MW Cypress Wind Project located near Medicine Hat, AB. (25% of the project is owned by the Blood Tribe.) The project is started construction in the summer of 2021 and expected to be complete by the end of 2022. The parties have worked closely to develop an opportunities agreement of over $1 million, to ensure training and long-term job opportunities for Blood Tribe members. The opportunities agreement, will result in over 220 Blood Tribe members trained in; construction, wind turbine maintenance and solar installation. A second partnership has been formed, to develop the Pe Na Koam 200MW wind project, which will be located on the Blood Tribe's reserve (the largest reserve in Canada). The EDFR development team is working closely with key tribe members, to ensure siting is sensitive to both on-going agricultural practices, but also to ensure minimum impacts on traditional plants, medicines and wildlife. 16 EDF renewables#1717 • US Case Study: The Moapa Band of Paiutes EDFR and Moapa Band of Paiutes (located in Clark County, Nevada), formed a partnership to support renewable energy development following the retirement of the Reid Gardner Coal Fired Power Plant. In 2017, Moapa Band of Paiutes leased their land to EDFR to partner on two solar + storage Projects totaling 870 MW... Arrow Canyon currently under construction, operational by 2022. ⚫ Chuckwalla, operational by 2023 Indigenous members have been employed as monitors for biological and cultural resources and are eligible for training programs through the local labor union in coordination with the Tribe's employment office. The EDFR development team is working closely with key tribe members, to ensure siting is sensitive to both cultural practices and cultural artifacts, and ensure minimum impacts on plants, medicines and wildlife.
