#1ISDR Global Meeting of National Platforms for Disaster Risk Reduction (CICG – Geneva – 15 June 2009) - - planas prb www.planasprb.net www.u NATIONAL PLATFORM OF THE REPUBLIC OF INDONESIA 1#2planas prb www.planasprb.net www.unisdr.org ISDR Current and historical context of DRR in Indonesia: •Three consecutives major disasters in Indonesia (Great Indian Ocean Tsunami, Dec. 2004, Nias Earthquake, March 2005 and Yogyakarta Earthquake, May 2006) have been considered as wake-up calls and eye openers •On the 24th April 2007, the Law no 24/2007 regarding Disaster Management in Indonesia has been enacted, through a process involving civil society, National Parliament and the Government. •The Indonesian National Platform is an output of the mandatory process of the new Law 2#3ISDR Characteristics of the National Platform •PLANAS PRB INDONESIA (INDONESIAN DRR NATIONAL PLATFORM •Legal bases: • planas prb www.planasprb.net www.unisdr.org • the State of Indonesia Law No 24/2007 Art. 4.e, Art 26.1.e, Art 28 & Art 30.1 on stipulations regarding the rights and the obligations of various stakeholders in disaster management. Resolution of Economic and Social Council of the United Nations No. 1999/63, Resolution of the United Nations General council No. A/RES/59/231, and 3#4planas prb www.planasprb.net www.unisdr.org ISDR Current and historical context of DRR in Indonesia: •Prior to the formation of the Platform, there was no single actor for coordinating DRR activities at the national setting, despite the fact that Indonesia is a disaster prone country, and DRR coordinating mechanism was not well set up •The National Platform was declared on 20 November 2009. The main motive to set up the platform is to have a coordinated effort of all stakeholders in Indonesia in promoting and integrating the culture of safety, mobilizing involvement of all sectors in the society to build resilience in their respective areas. 4#5planas prb www.planasprb.net ISDR Characteristics of the National Platform •NAME :PLATFORM NASIONAL PENGURANGAN RISIKO BENCANA (Indonesian National Platform for Disaster Risk Reduction) or PLANAS PRB •Membership represented in the Indonesian National Platform: ● ● Education and research insitution. The work plan includes: - Giving inputs for the policy of development planning and institutional issues - Encouraging education sector and the development of science and technology - Raising Public awareness, and sharing information and communication - Developing wider network and cooperation - Developing Resources to meet the needs of DRR issues 9#10Empty#11planas prb www.planasprb.net ISDR National Platform's main achievements / added-value • Added value of developing the National Platform: Ownership of multi stake holders Proper integration of DRR issues to all sectors •What has changed with the NP? With the formation of the NP, the Indonesian stakeholders of DRR could be integrated in one effort to mainstream the issues in every sectors of the nation building process •What have been the advantages and the challenges? The advantages of the NP includes: 1. Better Coordination and communication of all sectors 2. Sharing of resources of the multi-stakeholders 3. Inclusive integration of all existing potential in Indonesia The Challenges of the NP includes: 1. Coordination and Integration of provincial and district level platforms at the national level 2. Better network and coordination at the regional level www.unisdr.org 11#12planas prb www.planasprb.net www.unisdr.org ISDR National Platform's Future Outlook / Goals/Expectations (incl. from ISDR partners) – What needs to be done? - The expectation of integrating (mainstreaming) Disaster Risk Reduction in the national development program is still a main challenge of the National Platform. In order to make this possible, things to be done include: 1. To maintain the available resources in such a way that all could be developed to sustain the initiative of forming the NP 2. To develop human resources in skills and technology to be able to cope up with the further development of DRR process 3.
