B C. Pursuant to The Transportation Infrastructure Act, C.C.S.M. c. T147, Manitoba is responsible for maintaining and repairing gravel-surfaced highways, departmental roads and service roads. Manitoba has determined that it would be more expeditious and economical if the Municipality assumed the responsibility for maintaining and repairing gravel-surfaced highways, departmental roads and service roads located within the boundaries of the Municipality of The Municipality has agreed to assume the responsibility for maintaining and repairing gravel-surfaced highways, departmental roads and service roads located within the boundaries of the Municipality of in accordance with the terms and conditions set out in this Agreement. NOW THEREFORE the Manitoba and Municipality agree as follows: Voluntary SECTION 1 - DEFINITIONS AND INTERPRETATION 1.1 The following definitions apply in this Agreement: (a) "Agreement" means this document and the Schedules listed in subsection 1.7; (b) "departmental road" has the meaning given to that term in The Transportation Infrastructure Act, C.C.S.M. c. Grading & Culvert Replacement PTH 6 at Grahamdale Planned strategic investment in roads, highways, bridges and flood protection over the next five years totals over $4.1 billion and represents our Government's commitment to building our economy and investing in Manitoba's future. This includes a minimum investment of $2.5 billion over five years, or $500 million per year, in Manitoba's highway network to support key initiatives such as the One Million Perimeter Freeway Initiative and the Trade and Commerce Grid Initiative that will ensure Manitoba products can reach provincial, national and international markets. 13#14MTI Multi-Year Infrastructure Investment Strategy Manitoba Transportation and Infrastructure . Trade routes support interprovincial or international goods movement. Commerce routes support goods movement within the province. RTAC loading = 'Roads and Transportation Association of Canada' loading, based on a national standard for highway truck weights; RTAC is Manitoba's heaviest regulated loading classification. 15#16MTI Highway Loading and Goods Movement How a grid of Trade and Commerce routes supports Manitoba's economy: ✓RTAC loading on our highways supports businesses by reducing the number of trips it takes to transport goods, but also requires a greater investment to build and maintain stronger roads, bridges, and culverts. ✓ Expanding the existing grid of RTAC loading highways ensures Manitobans have reliable highways that best support goods movement and our provincial economy by enabling access to interprovincial and international markets. ✓ Investments in transportation projects result in immediate, short term, and long term economic benefits for the province. ✓ Direct investment enables business growth which promotes business retention. 16#17How Routes are Prioritized MTI . • Type of economic and social activities the corridor is expected to support (goods movement vs. people movement) The number of industries/businesses that may benefit from increased loading • Whether a new RTAC route will open new markets ● Scale of travel • Inclusion in the National Highway System Proximity to other RTAC routes 17#18Trade and Commerce Grid MTI Trade and commerce routes represents 36.5% of Manitoba's all-weather provincial road network In 2021, 84% of the grid already supported RTAC loading Since then, a further 1.9% of the grid has been upgraded 86% of the grid now supports RTAC loading 14% remains to be completed 18#19Lala FUN ROW TRADE & COMMERCE GRID Strategic Classification Trade Commerce Other Roads Loading Classification RTAC 19 19#20Roblin Russell 16 256 Melita Virden Deloraine Rivers Souris DAUPHIN Ste.
